Social Security benefits for the period 1991- 2001


According to the sort of the benefits that are mainly social security expenditures set out as follows:

- Security Expenditures:

- Security Expenditures are the payments given to retirees and their families after their decay in form of:

- Pensions.
- Service- end award
-Injury – during – work compensation
- Other expenditures provided in accordance with social security Act No. (25) such as marriage financial donations for eligible females.

- Analysis of social security expenditures during the timeline from 1991 until 2001:

- Social security expenditures are the expenses granted to pensioners and their families, as applicable, after their decay (death). Social security expenditures have increased during 1991- 2000 according to retirees' number where it is clearly remarked through schedule No. (8) that the numerical figure of social security expenditures were YR 370,601,844 in 1991 whereas, in 2000, social security expenditures figure was 50,079,156,231. The approximate increase rate was 1271%

 


This is attributed to :

- Significant government employees number were referred to retirement by reaching one of the tow pension eligibility limits( either by serving 35 years or being over 60 years old).

- Bonuses donated to government employees and its respective effect i.e. rising up the pensioners' financial dues.

-The administrative , financial , economical reform's measures and policies that aimed at referring quite considerable number of government employees to early retirements so as to lesson the economical and financial government liabilities.

- Privileges under the recent Social Security adjusted Act No. (25) issued in 2000 that states all secured individuals referred to retirement hold all given allowance during their career.

- Defining minimum pensions with YR 7000 for that large number of pensioners were to receive less than the aforementioned figure.

- Generally, all the above illustrate the government's tendency toward improving pensioners standard life.

 


The General Authority for Social Security and pensions expenditures during 1991- 2001

- Schedule No(8) reveals social security expenditures percentage during 1991- 1992 that was 4,19% in which social security and pensions Act No.(25) for the year 1991 was issued ,and the executive bye-laws issued by the republican decree No(125) in 1992.

- In 1993, social security expenditures reached 113% as a result of granting four additional bonuses for any employee voluntary retire under the resolution issued by the Cabinet which was an incentive for secured employees who meet the pension eligibility requirements to retire and make use of this privilege.

- In 1995, it is noticed that social security expenditures increase rate was 25.5% due to economical reform being applied by the government early 1995. Some aims of such reform was to refer any employee to pension upon reaching the two pension eligibility limits and encouraging early retirement as well. Also the
economical reform raised employees' salaries in both the public sector and private sector that as a consequence rising up their due social security payments upon retirement.

- In the year 1998, the social security also increased with rate of 27, 56% set against last year. In 1999, the rate decreased, with considerable rate, to 11, 47%. This is attributed to the separation of the General Authority for Social Security and Pensions (responsible for the public sector's employees) and the General Corporation for Social Insurance (responsible for the private sector's employees) in the year 1999.

- In 2000, the social security expenditures increase rate was 15,5% when compared with the year 1999. Where a republican decree No (1) issued early 2000 to amend some clauses of the social security Act No (25), 1991. Some of these amendments were to define minimum pension's sums to YR7000 besides all allowances during service time. All these modifications and amendments raised social security expenditures in this year and in the upcoming years. It has also increased the monthly collected contributions.

- In 2001, the social security expenditures increase rate was 44,3% set against the year 2000. The expenditures were high comparing with the past years as a result of reactivating government early retirement scheme.

 

- In 1993, social security expenditures reached 113% as a result of granting four additional bonuses for any employee referred to early retirement under the resolution issued by the Cabinet which was an incentive for secured employees who met the pension eligibility requirements to voluntarily retire and make use of this privilege.
